MP visits service for people experiencing or at risk of homelessness in the Bradford District

Keighley MP Robbie Moore visited a service funded by Bradford Council for people experiencing or at risk of homelessness across the Bradford District on Tuesday (19 August 2025).

Robbie Moore was invited by Horton Housing to meet tenants and colleagues at their Housing And Community Support (HACS) 4 All service to see first-hand what the service provides. Robbie Moore spoke to tenants about their experiences with HACS 4 All and was given a tour of one of the flats during his visit.

He said: “It was an absolute pleasure to visit Horton Housing Association to meet the HACS 4 All team and have a look around their Keighley premises.
“Horton Housing does fantastic work for the community, both in Keighley and across West and North Yorkshire, providing vital housing and support for some of the most vulnerable in our society.
“It was great to learn more about their services and be kindly shown around some of the accommodation. Providing safe, clean houses or flats for those with multiple disadvantages or at risk of homelessness is vital in giving people a much-needed step up and helping them get back on track. We are lucky to have such brilliant organisations like Horton Housing in Keighley.
“A big well done to HACS 4 All for all their hard work – and many thanks for inviting me!”

One of HACS 4 All’s tenants said: “I can’t believe how much my life has changed. I have come from living in a tent, praying the weather was kind to me— to being here in my beautiful apartment, chatting with the local MP about the things that matter to me. Anything can happen.”

Gemma Mason, HACS 4 All manager, said: “It was wonderful to welcome Robbie Moore MP to HACS 4 All to show how we are working with people to enable them to achieve their housing, health, wellbeing and employment goals. Supported housing services like HACS 4 All makes a positive difference as it empowers people to develop their independence ahead of moving on to a place of their own.”

Horton Housing arranged the visit to support the National Housing Federation’s (NHF) Starts at Home Day campaign which calls for the government to save supported housing (#saveoursupportedhousing).
Supported housing provides people experiencing or at risk of homelessness and other challenges with a home and support to work on their goals, manage a tenancy and move on to independent living. Horton Housing is one of many housing associations across the country that provides supported housing.
The future of supported housing is at risk following years of funding cuts which has led to the closure of many of these vital services. More supported housing services will continue to face closure unless action is taken to find a solution.

“The Council is committed to ensuring the most vulnerable in our district have access to clean, safe housing along with access to other community services like health care and training to support them in leading independent lives. This is why, despite years of government funding cuts, we have continued to commission and fund the HACS 4 All programme at Horton Housing in Keighley as well as across the whole of the Bradford District. We’re proud of the success of this Council funded programme in providing targeted wrap-around care services for those in our community who need it most.”
