Priority is given to those who are assessed as being at greatest need/risk of homelessness. Additional needs such as mental health, vulnerability to abuse, substance misuse, chaotic lifestyle/multiple needs, and social isolation, will be taken into consideration. HIPS is a floating support service, providing housing related support to help clients develop the skills they need to live independently and maintain a tenancy.
