Chartford Housing Limited is a subsidiary of Horton Housing Group and has its own Board – please see below. It is a ‘Registered Provider’ with the Regulator of Social Housing (RSH) and a registered charity. Chartford Housing was officially registered with the RSH on 1 October 2015, registration number 4821.

As a Registered Provider, Chartford Housing can access funding that is not available to Horton Housing Association, such as grants from Homes England’s Affordable Homes Programme.

In its first three and a half years of operation, Chartford Housing has secured £2.2 million from Homes England to create 93 social housing homes in Bradford, Halifax and Skipton. In addition to creating these new homes, Chartford Housing also acts as landlord to about 300 properties across West and North Yorkshire.

Clients living in Chartford Housing properties can access support from Horton Housing’s services, including courses at the Training Centre and Tenancy Ready Training.

Chartford Housing Board

Chartford Housing’s Management Board meets every eight weeks and is responsible for setting the overall direction and monitoring the performance of Chartford Housing Ltd.

The Board is made up of independent members who are not paid by the organisation but are interested in its work.

Members review performance measures for the organisation, set standards, monitor finances and make key strategic decisions. Senior Management is responsible for implementing those decisions.

Alan Goodrum

Alan Goodrum is based near Halifax and is Director of Alan Goodrum Regeneration, Planning and Strategy Ltd, which provides management, strategic planning and regeneration consultancy services to Local Government. He believes in the importance of social and supported housing in the successful future of Yorkshire.

He was Chief Executive of Chiltern and South Bucks District Councils (2012-2015), leading on the creation of a joint officer team and shared services and was a Board member of Bucks Advantage which delivers economic development projects across Buckinghamshire. Prior to that Alan was Chief Executive of Chiltern District Council and Chair of the District Councils’ Chief Executives Network (2009-11) which he was involved in establishing. He was also the lead officer on the Chiltern-Wycombe Waste Collection/Recycling Partnership and the Bucks Joint Waste Committee.

Previously, he was Director of Planning at Leeds Development Corporation, handling a range of infrastructure and regeneration projects and the creation of new communities, and Employment Development Officer with Kirklees Metropolitan Council. He has also held appointments with Peterborough New Town Development Corporation and Durham County Council, following a degree in Town and Country Planning at Manchester University.

John Bell

John believes passionately in the power of decent, affordable, well-managed housing to transform the lives of individuals and communities. The case for such housing and the need for organisations such as Chartford have never been higher.

For over 40 years, John has performed several roles in the public, private and independent housing sectors, ranging from Housing Officer to Chief Executive.

He is currently a housing consultant and has his own property investment, management and development company.

 

Mark Dowson

Mark is the current Chair of the Chartford Housing Board and has over 20 years experience in social housing, both with a registered provider and local authority.

During this time he has gained wide-ranging knowledge of the issues and challenges which both registered providers and local authorities face, whilst working with developers, registered providers and community groups to deliver new affordable homes.

He has contributed to the development of council housing strategy and their local investment plan, supporting vulnerable people to ensure everyone has access to a decent and affordable home.

Mark is a member of the Chartered Institute of Housing and has led on a wide variety of housing projects, such as the development of the first affordable zero carbon homes in the district.

His current role is Programme Manager at Calderdale Council, responsible for key projects within the Halifax Town Centre delivery plan, focusing on regeneration work to secure investment in housing, jobs and the environment.

 

Phil Charlton

Phil Charlton

Phil graduated from Leeds University in 1996 with a degree in Sociology. His first job after graduating was as a Research Assistant for Horton Housing Association. In 2005, following completion of a Post Graduate Diploma in Professional Housing Studies, he became a member of the Chartered Institute of Housing.

Phil has over 20 years’ experience in social housing, primarily in asset management and capital investment roles. His skills include leadership, strategy development, financial modelling and option appraisals. He is the Investment Strategy Manager for Housing Leeds, Leeds City Council, although currently undertaking a secondment to the GMB Union as a convenor.

Phil is a passionate advocate of social justice and of access to high quality housing and support services for all. He was on the board of Horton Housing Association from 2009-2015.

Sarah Benjamin

Sarah is a Senior Manager with extensive experience working in housing in the non-profit making sector and the Criminal Justice system. Sarah has strong housing management experience and currently manages prison advisors within a number of prisons in West Yorkshire. Sarah has a proven track record in managing teams on multiple sites and building good relationships with internal and external stakeholders.

Sarah is Chair of a Refuge for Women fleeing Domestic Violence and Forced marriages and a Corporate Member of the Chartered Institute of Housing.

She had worked closely with local tenants and resident associations and has experience in dealing with tenancy management issues including anti-social behaviour.

Sarah is familiar with ensuring work meets legal quality standards and has wide experience of working with complex case management, risk assessment and safeguarding issues.

Sarah has experience of ensuring effective service delivery and customer satisfaction within a social housing context. She has knowledge of contract management for new build and refurbished properties to ensure effective and timely delivery.

 

Wayne Noteman

Wayne was appointed Regeneration Director for Unity Housing Association in April 2010.
Before joining Unity he held a number of posts including Senior Projects Manager (Firebird JVC), Housing Projects Manager (Bradford Trident NDC) and was Housing Services, New Initiative Manager at Leeds City Council.

With over 20 years in housing regeneration, he has extensive knowledge of the sector and has served on a number of boards, including Bradford and Leeds YouthBuild Trusts and Bradford Community Housing Trust (now InCommunities).

Wayne is passionately committed to improving the choices on offer to local communities through the provision of good quality affordable housing and support.

 

Yvonne Castle

Yvonne is Chief Executive of Johnnie Johnson Housing. She was previously Managing Director of YCChange.

She has over 20 years’ experience in customer focus, managing change, developing business strategy, driving service and people improvement and motivating teams to perform. Yvonne has worked for many years in the housing sector and in local authorities.

With a focus on commercial skills, she now also works in the private sector, both internationally and nationally. As a chartered accountant, her career first started in financial management, before moving into organisational change.

Whilst Yvonne is an expert in ‘hard’ business improvement methodologies, she is also a professional in ‘soft’ skills development, including coaching, mentoring, training and development.
